Leighton McCoy

Vice President — Pipe Retirement Program Operations

Leighton McCoy was named vice president — Pipe Retirement Program operations in January 2026.

In this role, McCoy has primary responsibility for all construction-related activities for the Peoples Gas Pipe Retirement Program, including the strategic planning and execution of construction plans, safety and compliance, resource management, and budget.

McCoy has a long history of successfully executing major construction, engineering and infrastructure projects, including pipeline expansions and cast- and ductile-iron replacement projects.

He previously served as vice president — gas distribution technical services at Enbridge Gas in Cleveland, where he led technical services for natural gas delivery systems in Ohio, North Carolina, Utah, Idaho and Wyoming. His responsibilities included oversight of pipeline safety management systems, compliance, pipeline integrity management, geographic information services, technical training and operator qualifications, land services, damage prevention, gas control, dispatch services, live gas operations, and fleet maintenance.

Earlier in his career, McCoy held a variety of leadership positions for Dominion Energy in Virginia and Ohio, including electric distribution design and project management, engineering, storage operations, and gas planning.

McCoy earned a Bachelor of Science degree in civil engineering from Case Western Reserve University in Cleveland.

McCoy has served on the boards of directors for the American Red Cross of Northeast Ohio and The Diversity Center of Northeast Ohio, advisory board for North Carolina Agricultural and Technical State University’s Department of Electrical and Computer Engineering, and American Gas Association’s Pipeline Safety Executive Advisory Committee. He was a member of the class of 2021 of Leadership Cleveland, a one-year program to broaden the civic impact of senior-level leaders in the Cleveland metro area. He has been active in his local communities as a mentor throughout his career, volunteering for organizations such as the Junior Achievement Program of Central Virginia and mentoring programs in the Cleveland area.
